The inaugural session of the Infrachain challenge is focused on the Public Sector Blockchain developed by the Ministry for Digitalisation. Teams will have 30 hours to develop an innovative project based on the Public Sector Blockchain and code a working demo. Each team will get 5 minutes to pitch their project in front of a jury and convince them that their solution is the best.

    Context of the Hackathon Challenge

    Blockchain technology has and will change the way that business operates, from Fintech and Banking to Logistics to name just a few sectors. But we’ve only just begun understanding its capabilities for public sector use cases. In particular, Blockchain offers a new paradigm on how to deal with data and business processes inside government, and offers viable new approaches and roles for public institutions such as governments to act as trusted parties to certify transactions between public administrations and private entities. Blockchains applie| the challenge - Copyd in the public sector could end single points of failure reduce fraud and errors, act as a vector for digitising processes across public sector bodies and the public-private sector divide, and improve transparency of government data and transactions.


    It is in this light that the Ministry for Digitalisation launched in 2019 the Public Sector Blockchain (PSB), to allow the Luxembourg government to develop a series of new blockchain applications for the public sector. It constitutes an interoperable data exchange & computing platform, enabling public, and private sector actors to exchange real time data and execute processes.


    The PSB is a separate private Ethereum blockchain, and its first use cases involves data authenticity and integrity protection of audit logs and smart contract vouchers to manage certain specific bank loan conditions. In this context, it is important to note that in order to minimize personal data protection risks, only cryptographic hashes of documents are stored on the chain, and any sensitive personal data or documents are stored off chain with relevant protections in place for access.


    The Hackathon Challenge

    The challenge is how blockchain technology, specifically the Luxembourg Government PSB project, can transform the way the public sector operates, and how new Decentralised Applications (DApp) can change and simplify our lives for the better.


    We expect your team to ideate and create a working proof of concept DApp running on the PSB that will demonstrate a novel, digital and user friendly way of how private individuals or companies can interact with the government, to accomplish an administrative task or to automate a cumbersome process. This DApp could digitalise and simplify a process, speed up a transaction, reduce costs or increase transparency & trust.


    Crucially, the DApp should not store any personal information on the chain, but off-chain with necessary data protection mechanisms in place.



    Your team submission will need to include:

    • A proof of concept DApp deployed on the local sandbox PSB at the event.
    • A client software for the targeted end user to interact with the DApp.
    • A 5 minute pitch for the jury, with a live demo of the DApp.
    • A copy of the DApp and client software source code submitted to the Hackathon code repository.
